ຜົນເສັຍຫາຍຈາກການ ຕັດໄມ້ທຳລາຍປ່າ,ສ້າງເຂື້ອນ ຂອງພັກລັດ ສປປລ

 ມ.ປາກແບງຝົນຕົກໜັກດິນເຈື່ອນ ຄົນຕາຍ 16ທີ່ເມືອງ ປາກແບງ ແຂວງ ອຸດົມໄຊ ມີຝົນຕົກ ໜັກ ແຕ່ວັນທີ 20-21 ເກີດດິນເຈື່ອນ ຫລາຍຈຸດ ຖົມບ້ານເຮືອນ ຈາກຣາຍງານ ທ້ອງຖິ່ນ ມີຜູ້ເສັຽ ຊີວິດ ເຖີງ 16 ຄົນແລ້ວ ຈາກຈໍານວນ 15 ຄົນໃນມື້ ຜ່ານມາ.

 ຝົນຕົກຫນັກ ຕິດຕໍ່ກັນ ໃນວັນທີ 20 ຫາ 21 ສິງຫາ ເຮັດໃຫ້ເກີດນ້ຳຖ້ວມ ດິນເຈື່ອນ ຫລາຍບ່ອນ ໃນເມືອງປາກແບງ ແຂວງ ອຸດົມໄຊ ເຮັດໃຫ້ຄົນ ເສັຽຊິວິດ 15 ຄົນ ຫມູ່ບ້ານ 29 ບ້ານໄດ້ຮັບຜົລກະທົບ. ເຈົ້າຫນ້າທີ່ ກູ້ພັຍ ຈາກຫລາຍພາກສ່ວນ ເລັ່ງລັດ ເຂົ້າໄປຊ່ອຍເຫລືອ ແລະ ຂຸດເອົາຊາກສົບ ຊາວບ້ານ ທີ່ຖືກດິນຖົມ. ດັ່ງເຈົ້າຫນ້າທີ່ ທ່ານນຶ່ງເວົ້າວ່າ:

 "ດິນຖົມ ດິນຖລົ່ມ ພູເຈື່ອນຖົມເຮືອນ ທັງຫມົດ ຢູ່ໃນຄອບຄົວ ເຮືອນນີ້ ມີຄົນຕາຍ 15 ຄົນ ເນາະ ດິນພູແຕ່ລະຫ້ວຍ ນັ້ນເຈື່ອນ ເຈື່ອນຫມົດ ແດງຫມົດທູກ ພູເນາະ ມັນມີຢູ່ 29 ບ້ານລ່ອງນ້ຳແບງ ນີ້ແຫລະ".

 ທ່ານກ່າວຕໍ່ໄປວ່າ ລາຍງານເບື້ອງຕົ້ນຣະບຸວ່າ ມີເຮືອນປະຊາຊົນປະມານ 10 ຫລັງຖືກນ້ຳພັດພື້ນທີ່ກະເສດຖືກນ້ຳຖ້ວມກວ່າ 400 ເຮັກຕາ ແລະ ຜູ້ເສັຽຊິວິດ ອິງຕາມ ລາຍງານໃນມື້ວັນທີ 23 ສິງຫາ ຕອນເຊົ້າ ເຈົ້າຫນ້າທີ່ ສາມາດ  ນຳສົບ ຜູ້ເສັຽຊິວິດ ໄປສົ່ງ ໂຮງພຍາບານ ແລະ ຍາດພີ່ນ້ອງແລ້ວ 7 ຄົນ. ໃນຂນະດຽວກັນ ເຈົ້າຫນ້າທີ່ ກໍກຳລັງຂຸດ ເອົາສົບ ຜູ້ທີ່ເສັຽຊິວິດ ຍ້ອນຖືກດິນເຈື່ອນທັບອີກ 7 ຄົນ ແລະ ອີກນື່ງຄົນ ທີ່ຫາຍສາບສູນ ແຕ່ຍັງບໍ່ພົບສົບເທື່ອ. ຜູ້ເສັຽຊິວິດ ສ່ວນໃຫຍ່ ເປັນຊາວເຜົ່າ ອາສັຍ ຢູ່ຕາມຮ່ອມພູ.

 ໃນຈຳນວນບ້ານ ທີ່ໄດ້ຮັບຜົລກະທົບ ຫລາຍກວ່າຫມູ່ ມີ 8 ບ້ານ ດັ່ງ: ບ້ານພຽງ ບ້ານໂຄກສະອາດ ບ້ານນາປ່າ ບ້ານຈີ່ຣະວັນ ບ້ານນາແມ່ ບ້ານທ່າມື່ນ ບ້ານປາງທອງ ແລະບ້ານຫ້ວຍລໍ ຊື່ງມີປະຊາຊົນ ໄດ້ຮັບບາດເຈັບຫລາຍຄົນ ສ່ວນໃຫຍ່ແມ່ນຖືກຕົ້ນໄມ້ລົ້ມທັບ ສັງກະສີບາດ.

Officials seize illegal timber in Khammuan

Customs officials in Khammuan province recently announced they confiscated illegal wood worth over 238 million kip in the first six months this year. The seized timber consists of 12,000 kg of may kha young (rosewood), valued at 200 million kip, 2.6 cubic metres of may kham phi (Burmese rosewood), worth 5 million kip, and 4.2 cubic metres of may du (Pterocarpus), valued at over 33 million kip.

Timber exports to come under greater scrutiny

Finance Minister Phouphet Khamphounvong last week issued an instruction to various departments to pay more attention in managing wood exports, aiming to ensure that all revenues from timber flow to the national budget. In the past years, the government has issued a number of laws, regulations and decrees to manage wood exports but these have been insufficiently enforced, creating loopholes for illegal logging activities.

Govt to reduce export of unprocessed natural resources

Laos will take serious action to reduce the export of unprocessed natural resources as a measure to boost the domestic processing industry. In line with the processing industry and commerce development strategy for 2011-2020, Laos will have to reduce the export of unprocessed natural resources, including unprocessed minerals and timber, so that sufficient raw material is available for the domestic processing industry.

EU tightens timber import regulations

The European Union will not allow any timber products originating from illegal sources to enter its markets once new timber legislation comes into force next year. Chargé Affaires of the EU Delegation to Laos Mr Michel Goffin made this clear to Vientiane Times during a visit yesterday to Burapha Agro Forestry Co., Ltd (BAFCO) in Saen-oudom village, Xaythany district, Vientiane. “The EU market will only be open to legally sourced wood so if people are cutting wood illegally, it won’t be exported to Europe,” he said.

Govt urged to halt export of unprocessed wood

Government is urged to halt the export of unprocessed timber because the Lao wood processing industry is experiencing a shortage of raw materials.

The Lao wood processing industry expects to face a shortage of raw materials this year if the government continues to export unprocessed timber. Lao Wooden Products Association President Mr Thongsavanh Souliyamath made the comment yesterday after the government announced a decision to postpone its logging quota, which could slow the supply of timber to the domestic wood processing industry.

Govt postpones this year’s logging quota

The government has decided not to approve this year’s logging quota from production forests due to a lack of detailed planning, except where required along road corridors, mine sites or hydropower plants. This year’s timber quota has not yet been approved as the government needs more detailed harvesting plans.
